City of Lakewood Seeks Volunteers For Two Advisory Boards

The City of Lakewood is seeking volunteers to serve on the Community Reinvestment Area Housing Council (CRAHC) and the Local Board of Tax Review.

The CRAHC is an advisory board that helps to evaluate the performance of the City’s Community Reinvestment Areas and the Local Board of Tax Review hears appeals from taxpayers appealing their income tax obligations to the City.

Community Reinvestment Area Housing Council

Purpose

Ohio Revised Code Section 3735.69 Community reinvestment area housing council

The City of Lakewood has established Community Investment Areas (CRA) throughout the city as a way to incentivize development and re-investment under specific parameters.

Membership

The council is composed of two members appointed by the Mayor, two members appointed by City Council, and one member appointed by the Planning Commission. The majority of these members appoint two additional members.

Applicants must reside in the City of Lakewood and should have knowledge of and experience in real estate, development, housing, finance, or a related field. Appointees will serve for a three-year term.

Meeting Schedule

The CRAHC meets once a year to review all CRAs to compile a status report to submit to the Director of Planning & Development summarizing the activities and projects for which an exemption has been granted in that area.

Local Board of Tax Review

Purpose

L.C.O. § 128.18 LOCAL BOARD OF TAX REVIEW

Ohio Revised Code Chapter 718

The Local Board of Tax Review hears appeals and provides taxpayers with an independent avenue to appeal municipal income tax assessments or refund denials, ensuring a fair and timely review of disputed determinations.

Membership

The Local Board of Tax Review consists of three members who must be Lakewood residents.

Two members are appointed by City Council, and may not be employees, elected officials, or contractors with the City at any time during their term or in the five years immediately preceding the date of appointment. These members serve for two years with no limit to the number of terms they may serve if reappointed by City Council.

One member is appointed by the Mayor of Lakewood. This member may be an employee of the City but may not be the director of finance or equivalent officer, the Tax Administrator or other similar official, or an employee directly involved in municipal tax matters. This member serves at the discretion of the Mayor.

Meeting Schedule

The Local Board of Tax Review shall schedule a hearing to be held within sixty days after receiving an appeal of an assessment, unless the taxpayer requests additional time to prepare or waives a hearing.

The Local Board of Tax Review meets on a flexible, as-needed basis, with no regular time commitment.
